The Local Plan

Warrington Borough Council adopted its Local Plan in December 2023. <a href="https://www.gov.uk/housing-local-and-community/local-plans" rel="noopener noreferrer" target="_blank">Local Plans</a> provide a roadmap for the future of an area which decides where new development should take place. They help ensure that places can grow in a sustainable and organised way, for the benefit of existing communities.&nbsp;The <a href="https://www.warrington.gov.uk/LocalPlan" rel="noopener noreferrer" target="_blank">Warrington Local Plan 2021/22 &ndash; 2038/39</a> replaces the Council&rsquo;s Local Plan Core Strategy 2014 and is the statutory development plan for the borough up to 2038/39. South East Warrington is included as an area allocated for development within the Local Plan and Homes England is keen to progress with proposals in collaboration with the Council, stakeholders and residents.&nbsp;We recognise that there was widespread community interest in the development of the Local Plan by Warrington Borough Council. We are continuing to reflect on the feedback received on the South East Warrington allocation during the Local Plan process and how we can best address any points raised within our proposals for South East Warrington and Appleton Cross in the future. We are committed to creating positive outcomes for the community (also known as social impact or value), listening to the aspirations of local residents and working with you to create new neighbourhoods that will benefit future generations of Warringtonians.We understand that providing new facilities and services is important to local residents. We will be delivering new infrastructure (such as schools, shops, roads and drainage) alongside new housing in a phased approach spanning many years. By addressing both of these needs together, we are aiming to create a better place for residents to live, work and thrive.

Delivering the homes that South East Warrington needs.

New homes

It is vital that new homes in South East Warrington are built to meet local needs. There is an established need for new housing in the area, with the Local Plan setting a minimum target of 816 homes to be built across Warrington each year up to 2039. &nbsp;At least 2,400 of these homes to be built before 2039 will be at South East Warrington. The site has capacity for a further 1,800 homes. We want to better understand local perspectives on what housing types are most desired locally.

You and your local area

South East Warrington is characterised by a blend of suburban and semi-rural areas. The residential communities predominantly feature larger detached and semi-detached houses, nestled within a rich landscape setting. Architectural styles range from traditional brick-built homes to modern designs, reflecting various periods of development. Streets are typically wide and tree-lined but are also connected by a meandering network of walking and cycling routes. Proximity to nature and farmland is a defining characteristic.We are committed to understanding the character and identity of South East Warrington. Our approach will be rooted in careful consideration of the local context, history and community aspirations.

Transport and movement

At Homes England, our objective is to enable sustainable homes and places. We strive to design with innovation and ever-changing lifestyles in mind. We want to improve sustainable transport connections in the area, and find ways to maximise the amount of local trips made by bike or on foot, improving accessibility for all.We are committed to playing a key role in reducing carbon emissions whilst enhancing the health and wellbeing of both new and existing residents.

Landscape and nature

We recognise the importance of embracing opportunities to preserve and enhance the natural environment for the benefit of the local communities in and around South East Warrington. As such, we will seek to retaining existing trees, hedgerows and wildlife habitats of value and delivering improvements in biodiversity across the area.

Appleton Cross Local Centre

The Appleton Cross Local Centre site is adjacent to the recently completed Barratt David Wilson development, &ldquo;Orchard Meadows&rdquo;. &nbsp;The site is within Homes England freehold ownership and is surrounded by the South East Warrington Urban Extension, as allocated for development in Warrington Borough Council&rsquo;s Local Plan.Homes England will enable the construction of Appleton Cross Local Centre which will provide a new health centre and amenities that will serve the local area.An outline planning consent was previously secured for the Appleton Cross site in 2018 which included 370 new homes and a local centre. Homes England partnered with Barratt David Wilson in 2019 who built the new homes you see today. &nbsp;A new full planning application for the local centre is now required.Homes England wishes to expediate the delivery of the Local Centre, as quickly as possible. The proposals will be brought forward ahead of the wider South East Warrington Urban Extension plans.Homes England, as landowner, has been working collaboratively with other organisations who will play key roles in ensuring that the Local Centre is operational as quickly as possible, and these cross-party discussions will continue in the coming months. This has included discussions with the NHS Integrated Care Board (ICB) and Stretton Medical Centre (comprising Stretton Medical Practice and Appleton Primary Care Centre) regarding their relocation to the site.Indicative timeline<ul><li id="isPasted">2023&nbsp;&ndash; Initial technical work (e.g. ecological assessments) undertaken and the appointment of the professional project team. Local Plan allocation is also confirmed for the wider South East Warrington Urban Extension. </li><li>Spring 2024&nbsp;&ndash; Continuation of technical work including seasonal ecological surveys alongside soft market testing with potential developers of the local centre. &nbsp;&nbsp;</li><li>Summer/Autumn 2024&nbsp;&ndash; Engagement with stakeholders and the community to receive feedback. Ongoing engagement with the NHS, Integrated Care Board (ICB), potential occupiers including Stretton Medical Centre and Warrington Borough Council. </li><li>Autumn/Winter 2024&nbsp;&ndash; Procurement of a developer partner begins; ongoing liaison with the ICB on health centre commissioning process. &nbsp;</li><li>Early 2025&nbsp;&ndash; Appointment of a developer partner with intended occupiers for the site confirmed. Next steps<ul><li>Developer submits full planning application to Warrington Borough Council.</li><li>Developer commences building on site</li><li>Construction completed and occupiers move into site</li></ul></li></ul>About the siteAppleton Cross will support the existing community and complement the future South East Warrington Urban Extension.The site has a new community play space to its north and features mature tree groups and hedges as well as an existing watercourse. We see an opportunity to integrate the new development with these open spaces and landscape features.Considerations that development will need to take into account include:<ul><li>&nbsp;The relationship with the Barratt David Wilson Homes play area and drainage features.</li><li>Retaining the highest quality trees within and immediately adjacent to the site.</li><li>Using trees and hedgerows to provide a frame for the development.</li><li>Preserving and enhancing the watercourses and &nbsp;ecological corridors.&nbsp;</li><li>Retaining and protecting the sewers that run through the site.</li><li>Respecting the existing retained Public Rights of Way along Green Lane and to the northeast.</li><li>Respecting the residential amenity of homes to the north, west and south of the site.</li><li>Safeguarding land to the south of the site for a future transport corridor to connect into the South East Warrington development.</li></ul>
